Congress Might Re-Legalize Cellphone Unlocking

Unlocking your cellphone without your wireless carrier's permission has been illegal since late January — but a handful of lawmakers are working to legalize the practice once again.

Sen. Ron Wyden (D-Ore.) became on Tuesday the first member of Congress to introduce unlocking legislation following the Librarian of Congress' failure to include the practice in a triennially-updated list of exemptions to the Digital Millenium Copyright Act (DMCA)

Wyden's bill, the "Wireless Device Independence Act of 2013," would allow consumers to unlock any cellphone or other wireless Internet-capable device under three conditions:
